the Governor's power to issue licences is applicable to

transactions forbidden by the new Proclamation.

Sir J. Jordan will be instructed to communicate to

the Governor of Hong Kong any instructions received by

him which may affect the Colony.

9.

(a) is not a serious danger. As to carriage, see

(2) above. As to finance and insurance, the only

allied state whose subjects will be at liberty to em-

bark on such transactions is Japan. (b) and (c) will

be dealt with by the steps concerted at the conference

held at the Colonial Office on July 30th.
